The USAID Local Government Support Project in Moldova (LGSP) is soliciting offers for development of a Public Private Partnership (PPP) Feasibility Study in Straseni for urban parking facilities.

With the oversight of the LGSP, the Subcontractor will development of a PPP Feasibility Study in Straseni for urban parking facilities.

The subcontractor will have the following main responsibilities:
1. Gather and review technical, financial, legal, and other relevant project data.
2. Present to Straseni, LGSP, and other key PPP stakeholders the initial findings, proposed detailed outline of PPP feasibility analysis, and other key issues to address within the consultancy.
3. Conduct project feasibility study for development of the proposed project on PPP at the identified locations and include the project concept, preliminary market/demand assessment, broad financial feasibility/viability, implementation framework, recommendation for the project at individual locations, also including identification and analysis of key risks, recommended project risk allocation structure, and recommended next steps for implementation schedule.
4. Presentation of the final PPP feasibility study results and recommendations to Straseni, LGSP, and other key PPP stakeholders.

Requirements for the Applicants
1. Legally registered entity in Moldova
2. Proven experience in Public Private Partnership fesability studies elaboration
3. Knowledge of legal and economic background of PPPs
4. Qualified Personnel with relevant experience in the area.
