Chemonics International, a global international development consulting firm, seeks expressions of interest from a communications specialist for an immediate full-time position in support of its strategic communications activities under the USAID Business Regulatory, Investment, and Trade Environment (BRITE) Program.
Illustrative duties:
• Support the implementation of communications strategies within the State Tax Service, Moldova Customs Service, and Ministry of Economy. Provide capacity-building assistance as needed to increase key stakeholders' ability to communicate effectively about reform efforts.
• Develop communications mini-strategies around ongoing technical activities of the project.
• Provide issue-specific assistance to GOM stakeholders and private sector partners on public outreach and communications.
• Identify and implement improvements to internal communications within government institutions around the reform agenda.
• Identify, organize, and occasionally lead trainings in key subjects for government communicators.
• Support the kitegration of communications throughout the project's activities.
• Support project reporting and other project communications activities, such as newsletters or e-bulletins, as applicable.
• Support the project's efforts to increase the quantity and quality of media stories on BRITE-related reforms.
• Ensure the project's compliance with applicable USAID branding and marking requirements.
Preferred requirements:
• At least 5 years of experience in communications in a managerial capacity.
• Demonstrated experience developing and implementing communication strategies, messages and tools.
• Good contacts within government institutions, particularly those responsible for implementing business environment reforms, and with key journalists covering business environment issues.
• Ability to motivate and lead teams, and build consensus among stakeholders with divergent goals or incentives.
• Knowledge of business enabling environment issues a plus.
• Strong interpersonal and diplomatic skills.
• Fluency in Romanian; strong English skills preferred.
This position is estimated to be full-time through November 2014 with a possibility for extension.
