Chemonics International, a global international development consulting firm, seeks expressions of interest from Information and Communication Technologies (ICT) experts for part time consulting in support of its efforts to develop and implement ICT and e-government solutions to improve the overall business environment in Moldova under the USAID Business Regulatory, Investment, and Trade Environment (BRITE) Program.

The consultancy will be provided until end of September 2014, with the possibility for extension.

General requirements:
- A university degree in ICT, computer programming, economics, or other relevant field.
- Minimum 5 years of direct work experience in ICT development or project management.
- Thorough knowledge of Moldovan government ICT strategies and e-government initiatives.
- Proven ability to develop and manage ICT projects, including determining tasks, cost, budgets, and monitoring and evaluating progress; track record of completing projects on time and on budget.
- Experience in streamlining/re-engineering business processes; proven ability to analyze costs and benefits of ICT and e-government solutions on institutions, businesses, and citizens.
- Ability to effectively manage contracts with ICT developers and service providers.
- Experience in training in e-government and ICT systems and developing user manuals/help tools.
- Strong communication and presentation skills.
- Fluent spoken and written Romanian; conversational English and Russian.

Preferred qualifications:
- Previous experience in implementing ICT solutions in governmental institutions.
- Previous experience with international assistance projects.
