EMPLOYMENT OPPORTUNITY

Chemonics International Inc., a global consulting firm, is seeking a qualified Capacity Building Specialist for a one year full-time employment with the United States Agency for International Development (USAID) funded Local Government Support Project (LGSP) in Moldova.
This is an on going project aimed to help: increase economic and administrative decentralization of local public authorities; consolidate local government functions; and improve fiscal budgeting and management, public service delivery, community planning and energy efficiency.

Responsibilities:
• Serve as the primary organizer and facilitator of the Excellence in Municipal Management Certification program including the creation/adaptation and delivery of training materials in partnership with technical experts.
• Provide logistical oversight of all project training activities ensuring collaboration and participation of all project partner municipalities.
• Work in partnership with technical specialists and municipal coordinators to integrate capacity building through both training seminars and hands-on technical assistance into all planning improvement and municipal finance activities.
• Help to identify, select, and supervise local and international short-term consultants, and/or grantees, and ensure consultants complete their assignments and submit deliverables.
• Help to draft scopes of work for local and international short-term consultants and/or grantees.
• Review and assess work plan activities in the area of capacity building regularly with the DCOP to ensure progress and achievement of desired results and impact.
• Represent the project to key public and private sector stakeholders and beneficiaries and to USAID or other donors as delegated by the DCOP.

Qualifications:
• At least 5 years of experience in staff capacity building in the public and NGO sectors; an understanding of how to effectively carry out technical assistance activities at the local level.
• A master's degree preferred in public administration, training and development, business administration or similar.
• Fluency in English and Romanian required. Fluency in Russian is prefered.
• Skills in using word processing and spreadsheet, as well as electronic communications programs.
• Strong interpersonal skills (e.g., tact, diplomacy and patience) in the context of dealing with expatriate and Moldovan staff members, as well as with wider local government, civil society, and donor community.
• Demonstrated initiative and self-motivation in handling all assigned tasks. Only minimal supervision of the Capacity Building Specialist's activities should be required from the Deputy Chief of Party.
• The Capacity Building Specialist will be expected to travel regularly to other cities in Moldova (including overnight stays for up to several days) as required by the overall needs of the program.
