Human Rights and Democratization Programme (HRD) of the OSCE Mission to Moldova contributes to and promotes the observance of human rights and democratic values. The Human Rights and Democratization Programme is tasked with providing support and facilitating capacity-building for Moldovan authorities in their efforts to implement the OSCE commitments related to human rights and fundamental freedoms.
In the framework of the extra budgetary project 3100216 “Building Effective Partnership - Engaging Civil Society in Conflict Resolution Process”, the OSCE Mission to Moldova is looking to hire a Local Consultant to act as focal point in establishing and maintaining communication with various stakeholders on the left bank of Nistru River and representatives of the OSCE.
The Incumbent will work from home and the OSCE office in Tiraspol during the period 1 March 2014 - 15 August 2014. The maximum number of working days per month is 10 (ten).
Duties and Responsibilities
The Local Consultant will be tasked to:
Initiate and coordinate meetings with various stakeholders: de facto authorities and civil society representatives from the left bank of the Dniestr/Nistru River, for further development of the Civil Society Forum;
Attend and report on meetings with various stakeholders from the left bank of the Dnieste/Nistru River as requested by the OSCE;
Make presentations and moderate discussions as requested by the OSCE;
Maintain regular contacts with relevant authorities, experts, NGOs from the left bank of Dniestr/Nistru River in the process of setting up and consolidating a joint civil forum platform;
Perform other duties as required.
Required Qualifications:
University degree in politics, conflict studies, international relations or related field;
Minimum 2 years of relevant professional experience in the development and implementation of confidence building measures and conflict resolution strategies;
Good knowledge of the civil society from the left bank of the Nistru River;
Good analytical skills;
Computer literate with practical experience in MS Packages;
Professional knowledge of Russian language; knowledge of Romanian and English would be an advantage;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Remuneration:
Remuneration will depend on Local Consultant's qualifications and experience, and in accordance with the current OSCE consultancy rates.
