for Moldova Governance e-Transformation Project
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
The State Chancellery invites individual consultants to indicate their interest in providing services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.
The primary objective of the assignment is to assist the eGC at the State Chancellery in the development and implementation of the Open Data Programs, the release of a pipeline of public datasets and related data applications and social awareness of the open data initiatives. The Consultant will maintain technological tools that will facilitate use and reuse of public sector information.
Minimum qualification requirements:
- University degree in areas such as computer sciences, engineering, or related fields
- Demonstrated work experience in developing Web Services
- Demonstrated work experience in integration of information systems
- Advanced knowledge in at least one modern software development technology
- Excellent knowledge of Software Development processes
- Work expereince with public or private sectors would be an asset
- Programing skills in at least one of the following languages PHP, Javascript, C#
- Proven technical skills on building design teplates for open source content management platforms such as Drupal, Wordpress etc. and open data management platform – CKAN
- Familiarity with e-Transformation Agenda would be an asset
- Excellent team work, communication, managerial skills.
This is a short-term assignment expected to commence in February 2014. The contract will be signed for a period of 12 months with a probation period of three months, during which the contract can be terminated. The contract could be extended beyond the original term subject to the consultant’s satisfactory performance and same fee rates.
