I. Position Information
Job Title: Administrative and Procurement Assistant
Project Title: Low-Emission Capacity Building Project – Republic of Moldova
Duration of employment: 12 months with a possibility of extension
II. Background
The Republic of Moldova is one of 11 phase 2 countries participating in a collaborative Low Emission Capacity Building Programme focused on capacity building for climate change over a five-year period.
In the Republic of Moldova the overall programme will strengthen national capacities to do the following: 1) Develop/establish greenhouse gas inventory management systems; 2) Formulate Nationally Appropriate Mitigation Actions (NAMAs); and 3) Design MRV systems to support implementation and evaluation of NAMAs and LEDS.
Project Scope
As part of the Republic of Moldova’s participation in the LECB Programme the following are the expected outputs from which the project objectives are directed:
Output 1: Robust national institutionalized systems for preparation of GHG emission inventories have been established at a national level;
Output 2: Two NAMAs have been formulated within the context of national development priorities and forthcoming international requirements for internationally supported NAMAs;
Output 3: MRV systems have been created to support implementation and evaluation of NAMAs and LEDS.
III. Organizational Context
The Project will be implemented by the Climate Change Office under the Ministry of Environment as National Responsible Party, using the National Implementation Mechanism of UNDP. Under the guidance and direct supervision of the Project Manager the incumbent assists in the effective and efficient management of the project through a range of actions contributing to the design, planning, and management and monitoring of project activities. The Administrative and Procurement Assistant applies and promotes the principles of results-based management (RBM). The Administrative and Procurement Assistant works in close collaboration with the Senior Project Manager and Manager of the Project. The incumbent is expected to exercise full compliance with the UNDP National Implementation Mechanism (NIM) managed in line with the “Harmonised Approach to Cash Transfer” (HACT).
IV. Key Responsibilities
Administrative management
• Assist the SPM and PM to establish and maintain good communication and coordination with Government counterparts, donors, private sector, NGOs and other stakeholders;
• Assist the SPM and PM in keeping regular monitoring of the progress of the project and take corrective actions to ensure that the project is achieving expected outputs within the given timeframe and budget
• Assist the SPM and PM in preparing Quarterly, Progress, Annual and Terminal Reports to the PB;
• Assist the SPM and PM in preparing the TORs and in organizing interviews for selection of candidates for consultants and sub-contractors;
• Prepare and issue contracts for consultants and sub-contractors;
• Maintain records on all project personnel and their respective status in accordance with accepted policies and procedures;
• Organize meetings, including PB and TWG meetings and taking minutes of the meetings;
• Provide administrative and logistical support such as drafting correspondence letters, organize filing system and record/update project inventory list;
• Perform translation from Romanian to English and vice-versa of the documentation, correspondence, as well as any other information related to the project’s activity.
Procurement
• Support the preparation of procurement plans for the project and monitoring their implementation;
• Arrange the procurement of equipment, supplies and services in line with the Procurement Manual;
• Ensure that project assets are properly recorded and used for implementation of the Project;
• Ensure delivery of equipment and supplies procured.
Perform any other functions as required by the Project.
V. Recruitment Qualifications
Education:
University Degree in economics, finance, accounting, law, public administration or other related field.
Additional training and certification in project activity would be an advantage.
Experience:
• University degree with a minimum of 3 years professional experience in Business Administration, Accountancy or other relevant degrees;
• Extensive experience in organizing meetings, workshops and writing reports;
• Good interpersonal and communication skills;
• Good organizational skills;
• Strong computer skills especially for presentations, Word Processing and Spreadsheets;
• Previous experience in development assistance or related work for a donor organization, consulting company, or NGO is a strong advantage;
• Knowledge of UNDP and other foreign-assisted project implementation procedures, including procurement, disbursements and reporting and monitoring is highly preferable.
Language Requirements: Excellent oral and written communication skills in English and Romanian languages are required. Russian language is an advantage.
