The German Development Cooperation through GIZ is looking for a Procurement and Contracting Specialist for its Office in Chisinau, Moldova.

The Procurement and Contracting Specialist vvill support the Office in conducting tenders for the contracting of services and procurement of goods for its ongoing projects in Moldova.

The main responsibilities shall include:
• provide customer-oriented administrative services to projects/programmes, experts, in the fields of service contracting and procurement of goods;
• provide advising services on contracting, tendering and procurement issues to the projects in Moldova;
• ensure that GIZ regulations with regard to procurement of goods and services are being applied by the Office and projects;
• ensure that all contracting procedures are in line with the naţional legislation;
• establish good working relations with the relevant institutions and project part-ners in Moldova;
• conduct and process tenders for the procurement of services from companies and individuals, process contracting orders in accordance with GIZ regulations and using SAP software;
• procure materials and equipment locally, monitor markets, processes procurement orders in accordance with GIZ regulations and using SAP software;
• perform other position related tasks, as might be requested by the management.

Required qualifications:
• University Degree in business administration or recognised diploma/certificate in economics, law or similar area;
• at least 5 years' professional experience in a comparable position with financial responsibility; previous work experience in similar internaţional organizations is a must;
• very good working knowledge of IT technologies (computer, phone, fax, email, internet) and computer applications (MS Office and other); previous experience with SAP system would be an asset;
• fluent written and oral knowledge of English and Romanian languages, German and Russian would be an asset;
• ability to work in an intercultural environment;
• outstanding organisational skills, ability to multitask and reply to inquires upon short notice;
• valid driving license and active driving skills would be an asset;
• very trustworthy and loyal.
