GOPA Consultants, the leading German development consulting firm, is looking for the national (MD) short-term experts in water supply and sanitation (WSS) sector within the project "Modernization of local public services in the Republic of Moldova", Intervention area 1 - Local Public Services. The assignments should start preferably by March 2014.

The short-term experts will support the project in the process of updating the Socio-economic Development Strategy chapter on water supply and sanitation (WSS) sector and in preparation of a Feasibility Study in Water Supply and Sanitation sector.

The main responsibilities in updating the Socio-economic Development Strategy chapter on water supply and sanitation (WSS) sector include:
• Detailed information on existing and planned centralized WSS infrastructure (length of the water and sewer network, diameters of pipes, when it was constructed, pumps/pumping stations (capacity, type, year installed), water purification plant, waste water treatment plant, water sources used incl. all available data on quality and quantity, where and how is waste water discharged), by each locality;
• Information on the situation for the population not connected to centralized water supply systems and how is their demand satisfied. Shallow wells/ bottled water/supply by tank truck etc. Information on water quality for the water used (e.g. shallow well) as far as available;
• Securing of internal and external flow of information.

The main responsibilities in preparation of a Feasibility Study in Water Supply and Sanitation sector:
• Support to identify available water sources (both surface and ground) and analyse possible scenarios to provide water from different water sources to the service area of the locality;
• Analyse possibilities for provision of water services and recommend the most appropriate technical solutions to secure safe drinking water in the service area;
• Analyse scenarios for possible and affordable solutions for sanitation services the service area;
• Different possibilities for wastewater collection e.g. centralized/decentralized and treatment local/regional shall be considered.

Required qualifications
• University degree (B.Sc. or M.Sc.) in one of the following fields: Civil Engineering, Mechanical Engineering, Environmental Engineering, Water Management, Hydro-technical Constructions, or equivalent;
• At least 5 years general professional experience, thereof at least three years of work experience in a relevant field; detailed knowledge of the regulatory frame work for water supply and sanitation in Moldova;
• Experience in international TA projects in his sectorr
• Management experience with responsibility for the delivery of group results;
• IT skills (besides MS Office applications, e.g., AutoCad, GIS and Hydrologic Modeling, ArcView, ArcGis), analytical and report writing skills;
• Romanian native speaker, knowledge of English would be an asset;
• Capacity to work in an efficient, independent and innovative manner in a multi-disciplinary and inter-cultural team.
