LOCAL CONSULTANTS
for Moldova Governance e-Transformation Project

The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.

The State Chancellery now invites individual consultants to indicate their interest in providing services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.

The primary objectives of this assignment are to ensure that:
1. Selected software applications are developed according to the Technical Specifications;
2. User Acceptance Testing (UAT) process is performed in a smooth and controlled manner as to ensure efficient transition to operations of selected software application;
3. Performance requirements of implemented software applications are met;
4. QA standards are respected during the implementation of software applications;
5. Implemented software applications are tested according to eGC QA standards and are free of major issues.

Minimum qualification requirements:
• University degree in areas such as computer sciences, engineering, and telecommunications or related;
• Minimum 3 years of in-depth software testing and Quality Assurance.
• Good knowledge of the software lifecycle development with emphasis on the Quality Assurance aspects.
• Certifications in testing (such as ISEB or other) are considered an advantage;
• Ability to effectively communicate and write in Romanian and English. Knowledge of Russian is an advantage.

This is a part-time assignment (time-based contract) expected to commence in February 2014. The contract will be signed for a period of 1.5 years. Subject to Consultant’s satisfactory performance and the same unit rates, the contract might be extended.
