Chemonics International, an International development consulting firm, seeks a short term expert to work with its USAID Business Regulatory, Investment, and Trade Environment (BRITE) Program in mapping, documenting and streamlining business processes in selected public authorities with which BRITE works, i.e. the Moldova Main State Tax Inspectorate and the Moldova Customs Service.

BRITE is designed to improve the business environment, stimulate investment, and facilitate trade to promote economic growth and prosperity in Moldova. The BRITE Program is a 4-year project ending in June 2016. This is a short term position for up to five weeks, beginning February 2014 with the possibility for extension.

MINIMUM TASKS REQUIRED
• Assist BRITE and its partners in these state institutions to document and map current practices and processes related to internal business operations.
• Facilitate meetings and discussions with public authorities, international experts and BRITE staff to validate processes.
• Develop proposals to streamline steps, documents, processes, identifying any legal and administrative changes required.
• Together with BRITE and its government partners develop business process operations (procedures) manuals of selected processes.
• Develop and conduct specialized training in reformed processes.

QUALIFICATIONS
• Bachelor's degree in business, economics, engineering, or similar field.
• Demonstrated experience in business process mapping, documenting and re-engineering/ streamlining, ideally in the context of public authorities' service provision to economic operators and citizens.
• Experience developing procedure manuals.
• Extensive knowledge of MS Visio or similar flowcharting software.
• Fluency in Romanian and English.
